Robustness and seismic behaviour of structures equipped with traditional and innovative beam-to-column connections

Moment Resisting Frames are structures that withstand seismic actions by the bending of girders,
columns and connections. Their main source of stiffness and lateral strength is given by the flexural
resistance of members and connections, and the seismic energy dissipation capacity and ductility,
is provided by the formation of a high number of dissipative zones which can be located in beams,
columns or joints depending on the applied design philosophy. Classically, framed structures are
designed to possess strong columns, weak beams and full strength rigid connections, so that the
earthquake input energy is dissipated through the plastic engagement of the end of beams and of
the end of columns of the first storey. The aim of the PhD thesis is to investigate the possibility of
using innovative beam-to-column joints characterised by an appropriate stiffness under service
loads but which are able to provide a high energy dissipation under seismic event and to confer a
suitable robustness in case of a column loss due to exceptional events. According to the traditional
strategy for the seismic design of building structures, in case of frequent and occasional seismic
events whose return period is comparable with the life cycIe of structures, the earthquake input
energy has to be completely dissipated by means of viscous damping. Therefore, the hysteretic
energy is equal to zero because, for such seismic events, the structure has to be designed to remain
in elastic range. Conversely, in case of rare and very rare seismic events whose return period is
about 500 years and even more, most of the earthquake input energy is dissipated by hysteresis,
but leading to severe plastic excursions and related structural damage. Such structural damage
has to be compatible with the ductility and the energy dissipation capacity of structures, because,
even though structural damage is accepted, collapse prevention has to be assured and the
safeguard of human lives has to be guaranteed. To this scope a reliable prediction of nonlinear
structural behaviour during severe seismic events is required, which represents an extremely
difficult task. Although many nonlinear analysis programs exist, the accuracy of their resuIts
depends on the assumptions made in the characterization of member stiffness. Therefore,
experimental research remains the most reliable means of assessing seismic performance and is
crucial to the development of new analytical models and design methods. Quasi-static testing can
provide information on the nonlinear behaviour of members or subassemblies, but it is often
difficult to relate the imposed force or displacement histories to those that might occur during an
earthquake. These static methods are therefore, primarily used to calibrate analytical models or to
compare the relative performance of a variety of similar structural details.
Starting from the above considerations, in this work, the possibility of using steel frames with
innovative bolted connections has been analysed with the aim of providing the structure of
supplemental damping devices by means of properly detailed beam-to-column joints. In particular,
in order to overcome the drawbacks of the traditional and passive control design strategies, the aim
of the work is the development of a new design strategy whose goal is the design of connections able
to withstand frequent and occasionaI seismic events but also destructive earthquakes such as those
corresponding to rare and very rare events without any damage. In addition, with reference to
structural robustness, has been underlined that, because of the specific behaviour of beam-tocolumn
connections equipped with friction pads, significant benefits are in the catenary action
resuIting, as example, in case of a column loss due to blast loading or impact loading. The development of this design strategy is also the subject of the FREEDAM project, which is an RFCS

Vulnerability analysis of buildings in areas affected by slow-moving landslides and subsidence phenomena

Slow-moving landslides and subsidence phenomena yearly induce huge damages both direct (on structures and/or infrastructures with them interacting) and indirect (corresponding to the associated economic losses). For this reason, studies aimed at analyzing and predicting the aforementioned damages are of great interest for Scientific Community and Authorities in charge of identifying the most suitable strategies for the land-use planning and management of urban areas affected by slowmoving landslides and subsidence phenomena. However, carrying out the activities related to the pursuit of those goals is not straightforward since it usually requires high costs due to the great amount of data to be collected for setting up reliable forecasting models as well as the development of proper procedures that take into account i) the identification and quantification of the exposed elements; ii) the definition and estimation of an intensity parameter; iii) the prediction of the damage severity level (generally associated with the attainment of a certain limit state). In this PhD Thesis some original procedures are proposed. In particular, on the basis of empirical and numerical methods, fragility and vulnerability curves are generated in order to predict the damage to buildings in subsidence- and slow-moving landslide-affected areas. The proposed empirical procedures, based on the joint use of DInSAR data (provided from the processing of images acquired by Synthetic Aperture Radar via Differential Interferometric techniques) and information on damages suffered by buildings (recorded and classified during in situ surveys), were tested on case studies in The Netherlands, affected by subsidence phenomena, and in Calabria Region (southern Italy) for slow-moving landslide-affected areas. The procedure based on the adoption of a numerical method was applied on a structural model representative of a single building. With reference to subsidence phenomena, the analyses were carried out for a densely urbanized municipality following a multi-scale approach. In particular, at medium scale, the subsiding areas that are most prone to ground surface settlements along with their spatial distribution and rates,
were preliminarily detected. The above ground surface settlements (here considered as subsidence intensity parameter) combined with the results of an extensive damage survey on masonry buildings, allowed first retrieving, at large-scale (on building aggregates) and at detailed scale (on single buildings), the relationships between cause (settlements/differential settlements) and effect (damage severity level); then, empirical fragility curves were generated for structurally independent single buildings. These latter were validated via their comparison with fragility curves generated, with reference to two others densely urbanized municipalities, for buildings with similar structural typology (masonry) and foundation type (shallow or deep). Finally, fragility and vulnerability curves for masonry buildings were generated by using the entire database of damages. As for slow-moving landslides, the analyses were carried out at large scale. In particular, the joint use of DInSAR and damage surveys data allowed analyzing the consequences induced on the buildings (either of masonry or reinforced concrete) with shallow foundations by retrieving the causeeffect relationships and generating empirical fragility and vulnerability curves. Finally, the numerical analyses carried out on a structural model representative of a single masonry building, allowed to go in-depth in the different aspects contributing to the onset and development of building damages as well as to quantify the uncertainties inherent to the addressed issue. The obtained results highlight the huge potential of the fragility and vulnerability curves generated according to the proposed procedures that, once further calibrated/validated and jointly used with a continuous monitoring of the intensity parameter via conventional (e.g., inclinometers, GPS, topographic leveling) and/or innovative (e.g., SAR images processed via DInSAR techniques) systems, can be valuably used as tools for the analysis and prediction of the damage to buildings for land-use planning and urban management purposes in subsidence- and slow-moving landslide-affected areas. [edited by author]; Le frane a cinematica lenta e i fenomeni di subsidenza causano annualmente ingenti danni sia diretti (su strutture e/o infrastrutture con essi interagenti) che indiretti (quali si configurano le associate perdite di natura economica). Per tale ragione, gli studi volti ad analizzare e a prevedere i predetti danni sono di indubbio interesse per le Comunità e gli Enti impegnati nella individuazione delle più idonee strategie di pianificazione e di gestione delle aree urbanizzate affette dai suddetti fenomeni. Tuttavia, lo svolgimento delle attività connesse al perseguimento dei predetti obiettivi è tutt’altro che agevole in quanto richiede costi elevati, dovuti alla grande quantità di dati da acquisire per la generazione di modelli previsionali affidabili, nonché lo sviluppo di procedure che contemplino i) l’identificazione e la quantificazione degli elementi esposti, ii) la definizione e la stima di un parametro di intensità e iii) la previsione del livello di severità del danno (generalmente associato al raggiungimento di uno stato limite). La presente Tesi di Dottorato propone alcune procedure originali che, sulla base di metodi empirici e numerici, conducono alla generazione di curve di fragilità e vulnerabilità quali strumenti di previsione del danno a edifici in aree affette da frane a cinematica lenta e fenomeni di subsidenza. Le procedure empiriche proposte, basate sull’integrazione congiunta di dati DInSAR (ovvero derivanti dalla elaborazione di immagini acquisite da radar ad apertura sintetica montati su piattaforme satellitari mediante tecniche interferometriche differenziali) e sul danno subito da edifici (a sua volta classificato sulla base degli esiti di rilievi in sito dei quadri fessurativi esibiti dalle facciate), sono state testate con riferimento a casi di studio dei Paesi Bassi, affetti da fenomeni di subsidenza, e della Regione Calabria (Italia meridionale), interessati da frane a cinematica lenta. La procedura basata sull’impiego di metodi numerici è stata, invece, applicata su un modello strutturale rappresentativo di un edificio singolo.
Con riferimento ai fenomeni di subsidenza, le attività svolte con un approccio multi-scalare hanno consentito preliminarmente di rilevare (a media scala) le aree che risultano essere maggiormente predisposte a cedimenti dovuti a fenomeni di subsidenza. La conoscenza della distribuzione spaziale e della entità di tali cedimenti è stata, poi, combinata con i risultati di un esteso rilievo del danno agli edifici in muratura di un’area comunale in modo da i) risalire – sia a grande scala (su aggregati di edifici) che a scala di dettaglio (singoli edifici) – alle relazioni funzionali che si stabiliscono tra causa (cedimenti assoluti/differenziali) ed effetti (livello di severità del danno) e ii) generare per singoli edifici strutturalmente indipendenti curve di fragilità su base empirica. Le curve di fragilità così calibrate sono state, poi, validate operandone un confronto con curve di fragilità generate, con la medesima procedura, per altre due aree comunali caratterizzate dalla presenza di edifici con la stessa tipologia strutturale e fondale (superficiale o profonda). Si è, infine, provveduto alla generazione di curve di fragilità e di vulnerabilità di edifici in muratura utilizzando l’intero campione di dati a disposizione. Per quanto riguarda le frane a cinematica lenta, le analisi sono state svolte esclusivamente a grande scala, dove l’uso congiunto dei dati DInSAR e del rilievo del danno a edifici in cemento armato e in muratura con fondazioni superficiali ha consentito, ancora una volta, di risalire alle relazioni causa-effetto e di generare curve di fragilità e di vulnerabilità su base empirica. Infine, l’analisi numerica effettuata su un modello strutturale rappresentativo di un singolo edificio in muratura con fondazioni superficiali ha consentito di approfondire il ruolo esercitato da alcuni fattori nella generazione e nello sviluppo del danno nonché di quantificare le incertezze che intervengono nel problema esaminato. I risultati ottenuti evidenziano l’enorme potenzialità delle curve di fragilità e vulnerabilità ottenute che, laddove ulteriormente calibrate e validate, possono essere impiegate congiuntamente con tecniche di monitoraggio in continuo dei parametri d’intensità – sia di tipo convenzionale (quali, ad esempio, inclinometri, GPS, livellazione topografica) che innovative (come quelle derivanti dall’elaborazione di immagini satellitari mediante tecniche DInSAR) – per la messa a punto di modelli previsionali utili alla pianificazione territoriale e alla gestione di aree urbane affette da frane a cinematica lenta e fenomeni di subsidenza. Innovative treatments for resource recovery from waste electrical and electronic equipment

The ever-expanding population, the increasing consumption of resources and the shortage of primary raw materials have addressed the transition of waste management strategies from the linear model based on the “wear and tear” on a circular approach aiming at preventing waste and recycling materials. In this view, the attention has been focused on the use of anthropogenic stock resources in place of virgin materials as promoted by the concept of “urban mining”. Waste electrical and electronic equipment (WEEE) is regarded as the backbone stream in urban mining. It represents the waste stream characterized by the highest grow rate per year (3-5%) and by the most wide-ranging source of materials, since WEEE can contain more than 1000 different substances, including base, precious and critical metals. The recovery of metals defined critical raw materials as rare earth elements from electronic waste appears, thus, an important opportunity both in economic and environmental terms. However, the recycling of WEEE is challenged by the complex nature of such waste stream which, beside valuable materials, includes hazardous substances as well. The presence of these toxic components has raised great concern especially in developing countries where the informal recycling sector is still widespread, handling WEEE with unsafe and inadequate practices as a result of a lack of legislation. In high-income countries, separate collection is the first step of a system pursuing the WEEE sustainable management; mechanical processes are then applied to separate the different materials, including metals which are destined to further recycling by means of metallurgical processes. The metallurgical treatments currently used for metal recovery from WEEE are, however, claimed to have severe impacts on the environment due to the generation of secondary pollutants. Moreover, the industry of WEEE recycling is still in its early stage, especially if referred to the recovery of rare earth elements. All these reasons have contributed to increase the interest of both scientific and industrial research in addressing a cost-effective and environmental friendly treatment of end-of-life electrical and electronic products.
In this background the present research work aimed to: the characterization of WEEE in terms of base and critical metal contents, in order to identify and quantify the valuable materials and the hazardous substances for addressing a sustainable recycling strategy; the assessment of critical metal fate during the conventional mechanical treatments of WEEE with reference to the sorting effectiveness and the recycling potential; the evaluation of the feasible application of innovative treatments in the field of hydro- and bio-metallurgy for the recovery of valuable and critical metals from WEEE. To this end, the experimental activity was developed in three main steps, matching the specific objectives of the research project: the first phase was focused on the characterization of WEEE in terms of base and critical metals. Representative samples were collected over the treatment chain of a full scale mechanical treatment plant operating in South Italy and analysed by their metal content; the data obtained from the metal characterization were, thus, used in the second phase to carry out a mass flow analysis in order to investigate the fate of metals, particularly the critical ones, during the conventional mechanical treatments; the third phase focused on hydro- and bio-metallurgical tests for the recovery of valuable and critical metals from WEEE. As the results from the previous phase pointed out that after the conventional mechanical treatments significant concentrations of precious metals and rare earth elements were gathered in dust stream originating from process air cleaning, dust was used as secondary source of critical metals and tested for the treatments proposed. Both chemical agents, including a non-conventional one as thiourea, and biological species were used to perform leaching processes. The use of dust, actually destined to landfill disposal, as well as the treatments investigated for the recovery of critical metals marked the novelty of the research. The first two phases were carried out at the Sanitary Environmental Engineering Division (SEED) of Salerno University. The hydrometallurgical tests included in the third phase were performed at SEED laboratory as well, whereas the biometallurgical tests were
conducted at the laboratory facility of the Institute for water education Unesco-IHE in Delft (Netherlands). Results of the experimental activity showed that rare earth elements contained in WEEE at trace concentrations do not enter the recovery chain as around 80% in mass were lost in dust streams during the conventional mechanical treatments. Similarly, 24% of precious metals entering the mechanical treatments were conveyed in the dust fraction. Therefore, this matrix appears a potential secondary source of valuable and critical metals to be further processed for metal recovery. Chemical and biological leaching processes proved their great potential in extracting up to 99% of the critical metals contained in the dust. These promising outcomes suggested that both hydro- and biometallurgical processes can be regarded as a suitable option for the management of the dust fractions, which currently represents a cost for the treatment plant. The treatment of dust through these processes provides, indeed, a way to reintroduce this matrix, actually sent to landfill, in the “loop” of product lifecycle, thus limiting the losses of resources in accordance with the new circular economy approach. Moreover, the results of this study are of relevant interest as they highlighted the potential of recovering valuable and critical metals from waste streams using low-cost and environmentally friendly processes in the filed of biometallurgy as an effective alternative to both pyrometallurgical and conventional chemical processes, especially for treating low grade materials as WEEE. [edited by author]; La popolazione in continua espansione, il crescente sfruttamento delle risorse e la conseguente carenza di materie prime hanno orientato negli ultimi anni le strategie di gestione dei rifiuti da un approccio lineare basato sul modello del “estrai-produci-usa-getta” verso una visione circolare in cui i rifiuti di un’attività diventano materie prime per un’altra. L’attenzione è stata, pertanto, sempre più incentrata sulla possibilità di utilizzare i residui delle attività antropiche come scorte di materie secondarie in sostituzione di materiali vergini, così come promosso dal noto concetto dell’ “urban mining” o “miniere urbane”. In tale contesto, i rifiuti di apparecchiature elettriche ed elettroniche (RAEE) costituiscono ad oggi delle vere e proprie miniere urbane. Tale flusso di rifiuti è caratterizzato dai maggiori tassi di crescita per anno (35%) e dalla più varia composizione di materiali dal momento che i RAEE possono contenere più di 1000 differenti sostanze, tra cui metalli di base, metalli preziosi e metalli critici. La possibilità di recuperare dunque “materie prime critiche”, quali le terre rare presenti all’interno dei rifiuti elettronici, si configura come una importante opportunità sia in termini economici che ambientali. Tuttavia, il riciclaggio dei RAEE è ostacolato dalla loro complessa natura che, accanto a materiali di valore, prevede anche sostanze pericolose. La presenza, difatti, di componenti tossiche è motivo di grande preoccupazione specialmente in riferimento ai paesi in via di sviluppo dove il “canale informale” è ancora ampiamente diffuso ed i RAEE vengono gestiti in maniera inadeguata in conseguenza di una mancanza di riferimenti normativi. Nei paesi sviluppati, la raccolta differenziata è il primo step di un sistema che mira a perseguire una gestione sostenibile dei RAEE; processi di trattamento meccanico sono poi implementati per separare i metalli dai restanti materiali per il loro successivo recupero mediante processi metallurgici. I trattamenti metallurgici attualmente utilizzati per il recupero dei metalli dai RAEE hanno tuttavia gravi impatti sull’ambiente a causa della produzione di rifiuti secondari. Inoltre, l’industria del riciclo dei RAEE è
ad oggi ancora nella sua fase iniziale soprattutto in riferimento al recupero delle terre rare. Tutte queste ragioni hanno contribuito ad accrescere l’interesse sia del mondo scientifico che di quello industriale verso lo sviluppo di tecnologie a basso costo e minor impatto per il trattamento dei RAEE. In tale contesto, il presente progetto di ricerca è stato mirato a: caratterizzare i RAEE in termini di metalli di base e metalli critici, in modo tale da identificare e quantificare il contenuto di materiali di valore e sostanze pericolose per sviluppare una valida e sostenibile strategia di trattamento; valutare il destino dei metalli critici nel corso dei convenzionali trattamenti meccanici dei RAEE con particolare riferimento all’efficienza di selezione e al potenziale di recupero; investigare la fattibilità dell’applicazione di trattamenti innovativi nel campo dell’idro- e della bio-metallurgia per il recupero dei metalli critici e di valore dai RAEE. A tale scopo, l’attività sperimentale è stata sviluppata secondo tre fasi principali, funzionali al raggiungimento degli obiettivi specifici del progetto di ricerca: la prima fase è stata incentrata sulla caratterizzazione dei RAEE in termini di metalli di base e metalli critici. Campioni rappresentativi di RAEE sono stati prelevati presso un impianto di trattamento a scala reale localizzato nel Sud Italia e analizzati nel loro contenuto di metalli; i dati ottenuti dalla caratterizzazione sono stati quindi utilizzati nella seconda fase dell’attività, al fine di condurre un bilancio di massa per investigare il destino dei metalli, in particolare di quelli critici, durante i convenzionali trattamenti meccanici; la terza e ultima fase è stata focalizzata sull’applicazione dei processi idro- e bio-metallurgici per il recupero dei metalli critici e di valore dai RAEE. Dal momento che i risultati della fase precedente hanno evidenziato che a seguito dei convenzionali trattamenti meccanici significative concentrazioni di metalli preziosi e terre rare vengono raccolte nelle polveri originate dal processo di trattamento dell’aria, tale matrice è stata utilizzata come fonte secondaria di metalli critici per testare i trattamenti proposti. Sia agenti chimici, tra cui un agente non convenzionale come la tiourea, che agenti biologici sono stati utilizzati per eseguire le prove di lisciviazione. L’uso della polvere, al
momento destinate a smaltimento a discarica, ed i trattamenti proposti per il recupero dei metalli critici hanno segnato l’innovazione della ricerca. Le prime due fasi sono state svolte presso la Divisione di Ingegneria Sanitaria Ambientale (SEED) dell’Università degli studi di Salerno. Le prove idrometallurgiche incluse nella terza fase dell’attività sperimentale sono state anch’esse condotte presso il laboratorio SEED mentre le prove biometallurgiche sono state svolte presso il laboratiorio dell’Istituto Unesco-IHE di Delf (Paesi Bassi). I risultati dell’attività sperimentale condotta hanno mostrato che le terre rare presenti in tracce all’interno dei RAEE non entrano nella catena di recupero, dal momento che circa l’80% in massa risulta concentrato in flussi, quali le polveri, non destinati al successivo recupero. In maniera analoga, il 24% dei metalli preziosi contenuti nei RAEE in ingresso al trattamento meccanico sono raccolti all’interno di tale frazione. Le polveri si configurano, pertanto, come una potenziale fonte secondaria di materiali critici e di valore da essere sottoposta a successivo recupero. I processi idro- e biometallurgici applicati hanno mostrato il loro grande potenziale nel recupare fino al 99% dei metalli critici concentrati nelle polveri. Tali promettenti risultati hanno evidenziato che i processi idro-e biometallurgici possono essere considerati come una valida opzione di gestione delle polveri derivanti dal trattamento meccanico dei RAEE che attualmente rappresentano un costo di smaltimento per l’impianto. Il trattamento delle polveri mediante tali processi fornisce una strategia per reintrodurre tale matrice, al momento smaltita in discarica, nella spirale del ciclo di vita dei prodotti, limitando la perdita delle risorse in essa contenute in accordo con l’approccio promosso dall’economia circolare. Inoltre, i risultati del presente studio sono di rilevante interesse dal momento che hanno mostrato, in particolare, il potenziale di recupero di metalli critici e di valore dai RAEE mediante processi a basso costo e basso impatto nel campo della biometallurgia, come valida alternativa ai convenzionali trattamenti piromentallurgici ed idrometallurgici. La sostenibilità di sistemi complessi: metodi e indicatori applicati ad un campus universitario

The present research aims at defining a methodological proposal to evaluate the environmental performances of a complex structure, in order to reduce the pressures and the environmental impacts of the various activities carried on, thus improving the overall sustainability of the system. Considering all the variables of a complex system, including water and energy management as well as the system accessibility, the main objective is a place-based model, focused on the local context and addressed to the end user, pursuing the minimization of the sustainability footprint. The definition of sustainability, the main research topic, is not nearly as simple as it might seem: an introductive framework of the concept of sustainability brings back to the “sustainable development” defined in the Bruntland report as "the development that meets the needs of the present without compromising the ability of future generations to meet their own needs”. Currently, this appears as the only way to reduce the natural resource consumption that tends to exceed what the planet’s ecosystems can renew. The present work reconstructed the history of the sustainability concept, which has become an issue of global concern in planning and scheduling the objectives for a sustainable development, since the first ecologists movements in the 1960s to summit and conferences of the main international organizations. Simultaneously, on the basis of the scientific literature review, the framework of the same concept was defined. Such approach pointed out the multidisciplinary aspect of sustainability, which lays on the balance of three factors, known as the “three pillars of sustainability”: environmental, economic and social dimension. Several tools and methodologies have been proposed from the researchers, in order to meet the increasing need for sustainability quantification: different indicators and indices have been suggested, to summarize information and characteristics of the analyzed topic, in order to provide ratings and assessments focused on the target range. The analysis of state of the art about environmental indicators focused on the evaluation tools useful for a reference context, namely a real system, resulting from the aggregation of diverse elementary units. The experimental set up of the main University campus of Salerno, chosen as an example of complex system, raised the need for a baseline, in terms of environmental sustainability. This was given through the evaluation of the various campus operations and their negative impacts, with particular reference to solid waste management, water consumption, energy efficiency, transportation and pollutant emission. For each field, raw data were collected and processed to gather information and knowledge of the principal aspects defining its environmental characteristics. This approach highlighted strengths, limits as well as improvement to be achieved and, in turn, addressed the selection of the most suitable indicators to be used within the proposed methodology. The research activity showed that the particular analysis context can produce very heterogeneous results, so that a methodology focused on a specific set of indicators has been proposed, in order to address a reiterated evaluation of the environmental performances rather than pursuing ranking objectives.
Therefore, the present work did not lead to a simple classification of complex systems in terms of environmental sustainability, but to the proposal of a sequential comparative method, promoting an approach aiming at the sustainable improvement of the environmental performances. [edited by author]; L’attività di ricerca svolta si è incentrata sulla formulazione di una proposta metodologica per la valutazione delle prestazioni ambientali di una struttura complessa, mirata a mitigare le pressioni e gli impatti prodotti dalle molteplici attività, allo scopo di conseguire un progressivo miglioramento in termini di sostenibilità globale. Dalla gestione delle acque a quella dell’energia e dell’accessibilità, l’obiettivo è stato riuscire ad integrare tutto in un modello place-based, sito-specifico, incentrato sulla realtà locale ed orientato all’utilizzatore finale, che sia di supporto alla minimizzazione dell’impronta di sostenibilità. Un inquadramento introduttivo del tema centrale della ricerca, il concetto di sostenibilità, non ancora definito in maniera esatta e condivisa nonostante la crescente popolarità, ha condotto a quello “sviluppo sostenibile”, ufficialmente riconosciuto, dal Rapporto Bruntland in poi, come la strategia da perseguire per garantire anche alle generazioni future la possibilità di soddisfacimento dei propri bisogni, arginando la tendenza ad un consumo di risorse eccedente la capacità di rigenerazione o di produzione da fonti alternative . Sono stati, perciò, ricostruiti i passaggi cruciali attraverso cui, dai primi movimenti ecologisti negli anni ‘60 ai summit e alle conferenze delle principali Organizzazioni internazionali, la sostenibilità è divenuta un tema centrale dell’attività di pianificazione e programmazione dello sviluppo a livello globale. Parallelamente, un inquadramento generale sviluppato attraverso l’esame dello stato dell’arte in materia, ha evidenziato la multidisciplinarietà dello sviluppo sostenibile, fondato sull’equilibrio delle dimensioni ambientale, economica e sociale. Di seguito, sono stati introdotti strumenti e metodologie proposti per misurare, rappresentare e monitorare la sostenibilità: gli indicatori, atti a fornire una rappresentazione sintetica del fenomeno indagato, proposti con inquadramenti e in tipologie differenti, per garantire la possibilità di finalizzare al target di riferimento analisi e stime effettuate. L’analisi di letteratura, incentrata principalmente sugli indicatori ambientali, si è soffermata sugli strumenti di valutazione da applicare nel contesto di riferimento, i sistemi complessi, partendo dalle proposte metodologiche di carattere generale a quelle dedicate a settori specifici. La definizione di un set up sperimentale per il campus di Fisciano, assunto a modello di struttura complessa, ha comportato l’individuazione di una baseline, in termini di sostenibilità ambientale, attraverso l’analisi delle principali attività svolte e delle pressioni indotte sull’ambiente, in riferimento ai comparti più significativi: rifiuti, acqua, energia, atmosfera. Una fase iniziale di raccolta ed elaborazione dati per ciascuno dei settori esaminati ha assicurato una conoscenza sufficientemente approfondita dello status quo e delle variabili ambientali caratterizzanti, mettendo in luce elementi chiave, criticità e margini di miglioramento, così da selezionare gli indicatori ambientali più adatti da utilizzare nella metodologia di valutazione e testarne l’efficacia. La ricerca condotta ha evidenziato come il contesto specifico di analisi determini una notevole disomogeneità di risultati, per cui si è proposta una metodologia, incentrata sull’utilizzo di un set di indicatori appositamente
costituito, mirata principalmente ad una valutazione reiterata delle prestazioni ambientali al fine di perseguirne un miglioramento, piuttosto che ad obiettivi di ranking. In definitiva, quanto indirizzato non ha condotto a formulare una semplice classificazione di strutture complesse in termini di sostenibilità ambientale, bensì a proporre un metodo di confronto sequenziale, favorendo un approccio teso all'effettivo miglioramento delle performance di sostenibilità ambientale.
