The paper deals with the issue of the development of Territorial Intelligence (TI) as influ-enced by the way in which individual and collective agents/actors understand and practice social  networking  (the  ‘culture  of  social  networks’).  TI  can  be  viewed  basically  as  a  re-sponse to the challenges of globalization, in so far as globalization redefines the territorial borders of all political-administrative systems and brings about the ‘reticularization’ of the whole society. Donati argues that we must elaborate a general framework which can allow us  to  analyze  the  TI  as  a  networking  system  whose  success  or  failure  depends  on  how  it  works out the culture of social networks in terms of production and/or consumption of so-cial  capital  in  its  different  forms  (primary,  secondary,  generalized).  The  building  of  local  welfare systems can provide more or less social cohesion depending on the fact that the cul-ture of social networking be able to produce common goods as relational goods stemming from an emergentist dynamics of social capital.

The  continuous  decline  of  the  State  as  leading  center  of  the  political  economies,  along  with  thereduction  of  public  resources  and  the  increasing  number  of  nonprofit  organizations,  they  all  arereshaping social protection services; Strong cuts on expenditure on social protection (pensions, health, social policy etc.) have been made in order to to meet the balanced budget requirements imposed by the European Union. This element, along with the reduction of taxes’ incomes, led States to give up many of its prerogatives, to private benefit. This started a strong collaboration between public, private and third sector. Third sector has also developed from a mere executor of State’s redistributive tasks, into a real business part capable of designing, producing and managing a large amount of goods and services of social interest.

The essay intends to explore some aspects of a methodology that looks at social enterprises’ activities through social impact measurement and assessment, in order to qualify and quan-tify the creating added-value, both in the community and to social enterprise itself. The fo-cus is on a document published in 2015 by the GECES Sub-group on Impact Measurement for the European Commission titled “Proposed Approaches to Social Impact Measurement in European Commission legislation and in practice relating to: EuSEFs and the EaSI”. The analysis of the proposed model aims to examine the actual possibilities of combining mar-ket competitiveness, product quality and solidarity. Looking at these issues raises attention to the risks related to the use of this model. From the point of view of subsidiarity, the es-tablishment of a single European market for social entrepreneurship financing, combined to application of a meritocratic principle, can pose a problem of equity, since in contradiction with the ideas and principles that govern the social action’s effectiveness.

In the Campania Region, in the last five years, it has emerged new guidelines on the subject of  Social  Programming  and  new  functional  tools  to  the  Integrated  System  Management  Services,  and  social  and  socio-health  interventions.  Since  2012,  the  Regional  Law  N.  15, "Measures for the simplification, the expansion and modernization of the integrated system of  regional  welfare  and  services  for  the  non-self-sufficiency",  disciplines   the  rules,  condi-tions,  subjective  and  structural  requirements,  the  quality  criteria  for  such  approval  insti-tutes, accreditation and supervision of structures and persons responsible for the operation and provision of interventions and services integrated system.
