Abstract:

The Court of Appeal and the Council of State, by Judges on appeal on grounds and on complaints to Judges for clarity and synthesis, filters of admissibility of verbose-heavy documents, drawn up beyond dimensional limits. The new affirmation of the principle according to which form is substance and form substance finds its highest expression before the judges of the second degree. From the praetorian law which sanctions obese and obscure acts with inadmissibility, to the necessity of the provision of a norm in order to avoid conflicting rulings and to guarantee legal certainty
