La migrazione legale per motivi di lavoro a due anni dalla presentazione del “Nuovo Patto sulla migrazione e l’asilo”: una riforma (in)compiuta?

Abstract

Il presente contributo intende analizzare, da un lato, le misure legislative e le azioni fino ad oggi realizzate dall’Unione europea rispetto al programma di riforma prefigurato dal “Nuovo Patto sulla migrazione e l’asilo” del 2020 nel contesto del processo di sviluppo delle vie legali di accesso all’UE per ragioni lavorative; dall’altro, illustrare gli interventi che, seppur previsti dal Patto, non sono ancora stati attuati e le ulteriori misure che, alla luce dei più recenti avvenimenti, appaiono quanto mai necessarie per la concreta realizzazione di una nuova governance della migrazione.

This contribution means to analyze, on the one hand, the legislative measures and actions carried out to date by the European Union with respect to the reform program envisaged by the “New Pact on Migration and Asylum” of 2020 in the context of legal access to the EU for work reasons; on the other hand, it aims to illustrate the interventions that, although provided for by the Pact, have not yet been implemented and the additional measures that, in the light of the most recent events, appear to be extremely necessary for the concrete implementation of a new migration governance.
