The object of this study concern the recovery, analized his tipical and essential function of modern State, also in the actual global health crisis of Covid19. Is described a comparison of Marshall Plan (European recovery program – 1947). The same is presented in a comparative view with the EU – Recovery plan – Next generation (2020/2021).
