dc.description.abstractThe international vocation of human rights contributes to enrich the heritage of values of each State and, at the same time, requires the establishment of guarantee instruments that transcend national boundaries and disregard the link of citizenship, so as to meet the needs of protection of the person from aggressions perpetrated within authoritarian systems of government that prevent the free development (of fundamental rights and) of the personality of the individual. In this context, the rational management of migratory flows cannot be left exclusively to the autonomous and self-referential decision-making of each country, but, within the European Union, it is necessary to reach a common position that allows to combine and reinforce the values of solidarity that should preside over the affirmation of a common European feeling that is felt as an axiological patrimony of the citizens, before than, at the institutional level, of the Member States.it_IT
