Abstract

The article deals with the relationship between the new approach to cultural heritage adopted by the Council of Europe Convention on the value of cultural heritage for society, better known as the Faro Convention, and the European cultural policies, with special reference to the international cultural relations of the European Union. The article focuses first on the provisions of the Faro Convention regarding the idea of participatory governance and the right to cultural heritage; it then gives an overview of the positions taken by the European Union in the field of international cultural relations in particular with the Council of Europe. In the final part, the paper offers some considerations on the impact of the right to cultural heritage, recognised by the Faro approach, on the multilevel system of protection of rights in the European area of freedom, security and justice.
