Abstract: This research article summarizes the chronogram of United Nations documents issued since 1993 to combat gender-based violence against women, analyzing the case of two countries in particular, Mexico and Italy, in a comparative qualitative methodology. We examine the sequence of legal acts approved in each country, the semantics of laws, their theoretical foundations and the transition from violence from a private act to a public crime. The final objective of the article is to show the similarities and differences between both countries since, even though globally there has emerged an extremely strong frame of reference that urges the understanding and treatment of violence against women with a common conceptual perspective, local differences and nationals exist and this accounts for how a country reacts and adapts to international pressure.
