Abstract: This article its based on a descriptive investigation of the main social variables (multidimensional pover-ty, education, health, dwelling, access to basic services), economics, environmental and infrastructure, on the municipality of San Sebas-tian de Buenavista Magdalena (Colombia), through the study of the information provided in the Municipal Development Plan 2019-2022 and the data provided by the National Planning Department DNP by means of TerriData, and of the Ter-ritorial Planning Kit and information from the 2018 National Census of DANE (National Statistics Department). It was concluded that if the Municipality of San Sebastián appropriately manages his natural, social and economic resources local plus the resources provided by the Nation, can mitigate the effects of COVID-19 in a good way, but can also solve the historical problems that affect this town, all this under the Local Endogenous Development proposals.
